Dangerous inmate released due to state statute: Weld County Sheriff warns

The Weld County Sheriff’s Office is warning the public about a potentially dangerous inmate being released this week. Twenty-one-year-old Debisa Ephraim is leaving the Weld County Jail under Colorado statute after courts ruled his competency cannot be restored, meaning he cannot stand trial. Ephraim was arrested in April on suspicion of attempted second-degree murder, first-degree assault, and rioting. While still in custody, he was charged in a separate case with menacing and first-degree burglary. Despite the severity of those charges, state law requires his release. The Sheriff’s Office says video evidence of his violent behavior has been made public, but warns it may be disturbing to view.
