Fort Morgan City Council Approves Contractor for Ensign Street Storm Sewer Improvement Project

City of Fort Morgan - On Tuesday, December 16, 2025, the Fort Morgan City Council approved a bid request submitted by SMH West, LLC, based in Castle Rock, Colorado, authorizing the company to proceed with
construction on the 2025 Ensign Street Storm Sewer Improvement project.
With city staff and council members noting that SMH West’s years of experience in
municipal heavy-duty construction projects of similar size and scope throughout
Colorado, Iowa, Minnesota, and Nebraska provided the expertise needed to complete a
project of this size.
Construction is expected to take several months, as SMH West will remove the existing
roadway and infrastructure beginning at the intersection of 8th Avenue and Ensign
Street. From 8th Avenue and Ensign Street, construction will move north to Riverview
Avenue, then continue to Main Street before connecting to the outfall on the north side
of Interstate 76 near the South Platte River.
During this time, crews will be replacing the existing pipe with a larger 60-inch pipe
designed to alleviate localized flooding around 8th Avenue. The build covers 2,180 feet
of the existing pipeline that crosses through the city, and the Colorado Department of
Transportation right-of-way areas, resulting in significant travel impacts for residents
and businesses along the route.
As the project is expected to last into the summer, SMH West and the City of Fort
Morgan’s Department of Public Works will lead a coordinated effort to keep residents
and businesses informed throughout the construction process.
